Statement made on behalf of the Security Council, 3691st meeting, 23 Aug.1996, in connection with the Council's consideration of the item entitled "The situation between Iraq and Kuwait". Concerns the failure of Iraq to comply fully with the Security Council resolution 1060 (1996) and other resolutions of the Council dealing with the Special Commission; urges the Government of Iraq to respect its commitments made in the Joint Statement of 22 June 1996 with the Special Commission.
