Statement made on behalf of the Security Council, 3734th meeting, 29 Jan. 1997, in connection with the item entitled "Letters dated 20 and 23 December 1991, from France, the United Kingdom of Great Britain and Northern Ireland and the United States of America (S/23307, S/23308, S/23309 and S/23317)". States that the Security Council considers the decision of the Libyan authorities to approve passage of all aircraft leaving or entering its airspace and territory as stated in document S/1997/52 to be a violation of the terms of resolution 748 (1992).
