Transmits letter of 19 Aug. 1998 concerning delays in approving contracts by the representatives of the United States and the United Kingdom in the Committee established by resolution 661 (1990), which have had the effect of impeding the processing and approval of contracts for the purchase of spare parts and supplies for the oil sector and consequently of reducing Iraq's anticipated revenues for phase IV of the Oil-for-Food Programme.
