Concerns the alleged circulation by the United States of a document at the 190th meeting of the Security Council Committee established pursuant to resolution 661 (1990) entitled "Saddam Hussein's Iraq"; states that the document is full of false allegations and that the contents bears no relation to the function of this Committee, which is humanitarian and not political; cites a UNICEF report of 12 Aug. 1999 recommending that the Committee simplify and expedite the processing of contracts under the Memorandum of Understanding.
