Transmits letter of 26 Oct. 2000 from the Minister of Foreign Affairs of Iraq referring to document S/2000/563 and objecting to the fact that the United States and the United Kingdom have placed holds on contracts for civilian goods and medicines concluded by the Iraqi authorities with overseas companies under the terms of the Memorandum of Understanding of 20 May 1996.
