Concerns the resumption of military activities in the Democratic Republic of the Congo; invites the Security Council to go beyond verbal condemnation by applying sanctions against Uganda and Rwanda, including an arms embargo, a trade boycott and the freezing of diplomatic relations between the Governments of Uganda and Rwanda and the Governments of the States Members of the UN.
