Abstract

Reports that the practice by members of the UN Security Council Committee Established by Resolution 661 (1990) of placing holds on humanitarian contracts concluded under the Memorandum of Understanding for items exclusively for medical use, inflict further harm to the Iraqi people and deprive the Memorandum of its basic rationale; states that the policy has reached extremes and can no longer be tolerated; appeals to the Secretary-General to end the practice.
