Abstract

Concerns the humanitarian contracts submitted under the Memorandum of Understanding between Iraq and the UN (S/1996/356) and the Oil-for-Food Programme; alleges that the United States and the United Kingdom are placing holds on these contracts, including electricity-related contracts to the detriment of Iraqi citizens; appeals to the UN to intervene so that holds on these contracts may be lifted.
