Abstract

From 1991 to 1992, Dr. David Kay (United States of America, 1940 – ) worked as the United Nations Chief Weapons Inspector. After the 1991 Gulf War, he led the International Atomic Energy Agency's (IAEA) inspection missions in Iraq. The purpose of these inspections was to search out and destroy banned chemical, biological and nuclear weapons. Following his work with the IAEA, Dr. Kay was appointed Vice President of the Science Applications International Corporation (SAIC) in McLean, Virginia. He maintained this position from 1993 to 2002 during which he also served as a Special Advisor for Strategy regarding Iraqi Weapons of Mass Destruction. In 2003, following the United States invasion, Dr. Kay returned to Iraq to work with the United States military and the Central Intelligence Agency (CIA) to determine whether banned nuclear weapons were being developed in Iraq. This interview was conducted on 10 April 2000, while Dr. Kay was Vice President of the SAIC. He discussed the first inspections that he led in Iraq, the difficulties of accomplishing the mission, and his opinion on unannounced inspections.
