Based upon the findings of the Special Rapporteur's 5th fact-finding mission to Myanmar, Nov. 2003, and information received by him up to 17 Dec. 2003; to be read in conjunction with his interim report to the General Assembly (A/58/219); highlights civil and political rights in the context of the process of political transition and democratization.
