In March 2020, for the first time in the history of the UN Human Rights Council, Elena Dovgan, a representative of Belarus, Doctor of Law, Professor at the Department of Private International and European Law, Faculty of International Relations, Belarusian State University, became a Special Rapporteur. Elena Dovgan was in charge of the negative impact of sanctions, and this mandate falls on a difficult time: despite calls from numerous states, international organizations and NGOs to abandon restrictive measures, the U.S., EU and their partners blocked the UN draft resolution on the fight against coronavirus, which implied the easing of sanctions and the abandonment of trade wars. In an interview for Eurasia.Expert, the Special Rapporteur from Belarus revealed how the UN system of special procedures works and the essence of the international expert's difficult work.
