Transmits letter of 19 Sept. 2000 from the President of the International Tribunal for the Former Yugoslavia concerning compensation for persons who may have been wrongfully detained, prosecuted or convicted; suggests the addition of a new article to the Statute of the Tribunal which would allow for compensation; includes Article 85 of the Statute of the International Criminal Court entitled "Compensation to an arrested or convicted person".
