Abstract

Official working document of the 30th International Conference of the Red Cross and Red Crescent, Geneva, 26 to 30 November 2007. This publication seeks to contribute to a better understanding of the ways in which one can effectively engage with parties to non-international armed conflicts to increase respect for humanitarian law. The lessons, the legal tools, and the means of persuasion described here have, at various times and in different conflicts, been used by the ICRC or other actors in their efforts to increase respect for IHL. It is hoped that the contents of this publication could serve to inform and assist others who might be contemplating a similar endeavour.
