Transmits statement made by the President of the Security Council after the consultations, 18 Nov. 1993 in connection with the item entitled "The situation between Iraq and Kuwait". States that the Council had concluded that there was no agreement that the necessary conditions existed for a modification of the regimes established in resolutions 687 (1991) and 700 (1991).
