Concerns the financial emergency being faced by the UN Compensation Commission and urges the Council to consider swift action to facilitate the transfer to the Compensation Fund of Iraqi oil-related frozen funds or proceeds from the sale of oil, which would allow the Compensation Commission to render justice to the victims of Iraq's invasion of Kuwait.
