Abstract
The article focuses on the assessment of the impact of unilateral sanctions of states and regional organisations without authorisation of the UN Security Council along with the zero-risk policy (over-compliance) by private actors to the fulfi lment of rights of the people with disabilities, and the capacity of states to implement provisions of the Convention on the rights of persons with disabilities at the national levels. The article also makes some recommendations on the improvement of the international monitoring mechanisms over the implementation of the Convention including the need to assess unilateral sanctions as the impediment to implement provisions of the Convention during the process of assessment of reports submitted by states, review of the relevant General comments by the Committee on the Rights of Persons with Disabilities; consideration of legal and humanitarian aspects of the problem for discussion at the level of the World Health Organisation.
