Abstract
Author argues that the extraterritoriality of the Caesar Sanctions, combined with their comprehensive nature and likely devastative humanitarian impacts, make them illegal under international law. The article cites the 2017 Draft Resolution on Unilateral Coercive Measures and the Rule of Law, written by U.N. Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights. The draft text asserts that sanctions are illegal if they apply extraterritoriality and/or if they inflict undue suffering on a civilian population.
