Abstract
In response to the unilateral withdrawal of the United States from the Joint Comprehensive Plan of Action and the resumption of economic sanctions against Iran,the EU has updated its 1996 Blocking Statute and promulgated the Implementing Regulation and Guidance Note. The new EU Blocking Statute is flexible,political,and can legally impede the extraterritorial effect of U. S. economic sanctions law,while also providing legal defenses for the parties in domestic courts,which is conducive to safeguarding the interests of the parties,if implemented in EU member states,it creates a real conflict of law with U. S. law,thereby providing legal support for the future invocation of international comity in U. S. courts. China can learn from the EU's experience and enact its own Blocking Statute.
